It is a position of HUD that nearly half of factors contributing to homelessness can be addressed. The difficulty lies with the fact that providing service and establishing factors do not always go hand-in-hand. Most organizations providing care to the homeless are staffed with volunteers and are tasked to provide specific reporting to HUD to maintain their grants. With changing HUD specifications, compliance report is a key hurdle to serving and diagnosing the homeless and their underlying factors.
